    from the Medicaid expansion.

    GOP upset that he supported it,  but given the legislature voted it down, he has nothing to show for it, to win over more moderate voters.

      He made a good policy move, but he'll have nothing to show for it but empty words.

      ...then it might benefit him.  It then wouldn't be much different from Obama on immigration or global warming, where he's not able to get legislation his first term but everyone knows he's on our side just the same.

      But that Scott opposed Medicaid expansion forever, along with the rest of the law, and then flipped at the end, all means you're right that he gets nothing from voters.
