    are basically either of the two "all Canadian" pipelines . . . and if Keystone does not get built then one or the other of those will.  Since the "markets" for either of those do not include refineries with a capability to handle heavy sour they probably won't run dilbit that way, they'll build refinery "front end" (cracker, sulphur removal,) facilities at the pipeline head and pump a light syncrude . . . which they will be able to price like light sweet.  China and Japan both want it, and one way or another they will get it . . . even if they have to pipe it North through Yellowknife and take it out through a soon-to-be ice free Arctic.

      for its light sweet than West Texas Intermediate API 38.

      Syncrude is the largest product to come out of Alberta.

        Keystone is not such a great deal for Canada . . . they get more out of "value added" product.  I'm inclined to suspect that a significant motivator for the US is (or at least was, when Chavez was still alive) to cut off Venezuela . . .

          with Western EU refineries. Or it may be the API 38 with low nitrogen is the good fit, I dont know enough about Western EU refineries, except they lack crackers and are set up for light sweet.
