      public comment period (ends april 22) and then national interest review, which iirc is 90 days.

      in april, we are having blogathon here, coordinated with 350 and other groups, with goal to get 1 million comments over 10 days!

      but...it does sound like DC has made up its mind before the process is completed, or at least some WH officials.

        I think he made the decision to go through with it when he approved the first leg of the pipeline that stretches from Oklahoma to Texas...he has just been sending up a smokescreen to cover his tracks. He is backtracking on his former position on "clean coal" also.

            I think that is a clear indication that he has already made up his mind.
            The Obama administration is leaning toward revising its landmark proposal to regulate greenhouse gas emissions from new power plants, according to several individuals briefed on the matter, a move that would delay tougher restrictions and could anger many environmentalists.
            The official dismissed environmental groups’ contention that building the pipeline would open up vast deposits of the Alberta tar sands, and so increase the emissions that cause climate change. “There have been thousands of miles of pipelines that have been built while President Obama has been in office, and I think the point is, is that it hasn’t necessarily had a significant impact one way or the other on addressing climate change,” the official said.
            As Joe Romm at Think Progress says:
            Seriously, that’s the White House defense for Keystone: We’ve opened thousands of new spigots for oil (and gas), so what’s one more?

            Memo to White House: We are far past the point where breaking even on carbon emissions – or doing a little better than break even —  is a rational goal.

              before a holiday weekend.  The State Dept has now issued 2 reports downplaying environmental effects.  On the very w/e when thousands were protesting outside his home, he was down here playing golf w/ oilmen (a fact the WH tried to hide).  I was born at night, but I wasn't born last night--this pipeline will be approved.

              Some men see things as they are and ask why. I dream of things that never were and ask why not?

        This route was unheard of to me 2-3 years ago, Enbridge proposed a pipeline reversal Nov 2012, that will facilitate Tar sands getting to the East coast, Portland Maine.

        It maybe that KXL pressure will cause the pipeline proposals to follow the path of least resistance, and we have been generating resistance to KXL.

        We shall see.

        •  Reversing Line 9 will be a fight too. (0+ / 0-)

          Because it goes right through Toronto and crosses a lot of waterways and watersheds that supply drinking water to millions of Canucks. It's also an old pipeline designed for oil or nat. gas (can't remember which), and is definitely not designed for diluted bitumen.

          Southern Ontario is much more densely populated than the Dakotas, so there are a lot more people who are going to be opposed. People in Ontario will be well aware that they'll get all the risks and none of the money, just like the voters in BC (proposed Northern Gateway pipeline) can follow the money and why they're so opposed.

          Many Southern Ontario ridings do vote for the Conservatives (suburban and rural), but many of them do not. I'm not sure the Cons will want to get into that fight and lose some of the suburban Ontario ridings that gave them their majority.

          But then again, the Cons just care about Alberta tarsands, winning elections and not much else. Definitely not democracy or playing by the rules. That's a whole other topic, but they might just figure they can fuck people over and still win another majority. It worked last time.
