    Medicaid was supposed to be the "bottom" tier of the exchanges, where care was totally subsidized.  That's why it was made universal across all states, rather then the patchwork disaster the current Medicaid system is.

    But when the Supremes basically declared the Medicaid expansion optional at states' discretion, they signed the death warrant of tens of thousands of poor people, and made absolute hash of the hospital/public health care systems in red states.

    All part of they plan, I'm afraid: uphold Obamacare with one hand, sabotage it behind everyone's back with the other.
