    Timber counties were receiving over time what amounted to some pretty significant subsidies, to address the depression resulting from the collapse of the timber bubble.  Unfortunately, that was the paradigm for many years even though it was a band-aid and not a cure.

      timber county and we NOTICED as that subsidy shrank and disappeared.  Big time.  Nothing took its place, that's for sure.  Oregon's school finance system is bizarre in the extreme, thanks to Measure 5 and the past dependence on timber revenues.  Without the O & C dollars, our schools are cut back to the bone marrow now.

      My guess is that those lands are like orphans, now.  Nobody is profiting from them currently.  Nobody really has an interest or reason to claim them.  No big fight from any vested party with an income source tied to them.  It might be a pretty safe, feel-good measure to just give them back to their "original (i.e. ancestral) owners."
