    The President is required by the Budget and Accounting Act of 1921. Current law (31 U.S.C. § 1105(a)) requires the president to submit a budget no earlier than the first Monday in January, and no later than the first Monday in February.

    Further not setting HIS priorities and principles out may be good "politics' but it is not leadership. He doesn't HAVE to own entitlement cuts if his budget doesn't call for them.

     Unfortunately they have a right to mock him and his lack of a budget. I'm sure we would do the same if the shoe was on the other foot.

      sequester amounts to be taken into account in the FY 2014 President's Budget.

      Given that the BCA 2011 (as extended) gives the Administration until March 21 to figure out all the details by account, the very soonest the Administration could get the FY 2014 Budget out is the first week of April.  And that would be a very tight timeframe, given all the changes that were made at the last minute in the sequester.

      They do not have a right to mock him on the budget since the very law they passed required him to take the sequester into account--a sequester that changed on March 1, 2013.

      What can be mocked is that for the umpteenth year in a row, Congress has yet to consider most appropriations for FY 13 and we are more than halfway through the Fiscal Year!

        Congress is not talking about passing the individual FY 2013 appropriations bills, instead they're working on another Continuing Resolution, which will run for the remaining six months of this fiscal year.

        Which means Congress will have totally failed to do what they are required to do by law. Instead we will have an Omnibus Spending Bill, and who knows what nonsense will be loaded into it. Sigh.

        There is no excuse for this -- each agency's administrative staff spends several months every year producing their budget requests. Those are turned in to the President's office sometime in December, so there is time to compile the budget the President sends to Congress.

        It is very hard to prepare these when the financial situation is in flux because some Republican idiots in the House can't get their shit together -- and then they have the nerve to rag on Federal employees who are doing their jobs.

        The law they passed, that Obama proposed and signed as well. The BCA of 2011 does not in and of itself void the original law.

        And actually the House has passed budgets each year, the Senate never took them up and the President's last budget got no votes at all.

        I ay all that to make a point. I;m tired of political games of chicken. The Democrats can propose a budget and try to get votes that reflect their values rather than "make the gop go first" to have a target.
