      If it is scarce, it's because it is being rationed.
      Using money to determine what should or should not be done is a recipe for bad decisions. Because, it puts the people with the power to ration dollars in charge of stuff they know nothing about.
      Might as well rely on an inch worm to measure your house.

        adding expensive requirements as conditions to obtaining an otherwise legal procedure, when that procedure is probably not covered in the patient's health insurance policy if she has one, so that the procedure becomes, blink, blink, literally too expensive for many of the women and their families who would choose it. Probe is insulting enough for small gummint supporters, the more insulting the better, but the sheer cost is the one which will stop the procedure from getting done for many who want or need it, but don't have the cash.
