      As an active threat scheming to threaten legitimate U.S. territorial interests or aggression in Western Europe?  Yes, a bogeyman.  He was dreadfully dangerous to his own countrymen, however.  

      Aren't you glad that the clueless won't get a chance to run the country again, just yet? Yeah. Me too.

        Or Asia or South America, The Cold War wasn't a farce. Sorry I just disagree. Bad actors are everywhere.

        There's a reason Western Europe wasn't threatened by Moscow, it's called NATO.
