    The proposed rate is .0003%. That works out to 3 ten thousandths of every dollar.

    I mean, really.

      Your number is correct if you remove the % sign at the end. The EU has proposed .01%, which would be a good world-wide standard. If the US has a transaction tax three times the EU, trades would move offshore.
