    A 2007 study indicated only two "Tier 1" unresolved issues, defined as "solution not in hand, major extrapolation from current state of knowledge, need for qualitative improvements and substantial development for both short and long term", and these have to do chiefly with the need to develop new materials and structures that can withstand conditions inside a fusion reactor for a long enough time to make them commercially viable. These are chiefly engineering and materials research problems, and not stability problems, most of which have been solved sufficiently that the ITER device mentioned in the diary is predicted to produce net energy to high confidence.

      basic science research program but rather an engineering project. How does one keep a super-hot plasma stable? That is the primary challenge.
