    DOJ can run to court and stop the commercial sale of hemp, but they can't force the local constabulary to bust people. Without the local cops in on the action, the feds can't ever, fucking ever, stop people from growing a weed.
    Substitute DEA for DOJ and "sale of guns without background checks" for "commercial sale of hemp," and you have exactly the same scheme the gun nuts are now planning to circumvent the enforcement of any gun control legislation that may be passed.

    One law's non-enforcement sounds acceptable while another seems outrageous, but they boil down to the same thing: a refusal by local authorities to enforce federal law.

      Your last 'graph tells the tale:

      One law's non-enforcement sounds acceptable while another seems outrageous
      Replace the stricken words with "is", as the reality of the situation clearly dictates, and the two most certainly do not boil down to the same thing.
