    The way the charter laws are written in California, a charter can come along, apply to be part of a school district, if rejected can then apply to the County Board of Education. Well-funded charters usually are accepted, and then are FORCED onto the school district that did not want them.  Under one of our state propositions that reduced bond funding from 66 2/3% yes votes to 55%, charter schools must get to share in public school facilities equally.

    There are the business model charters run by corporations (not for profit my a**), there are onesie-twosies organized by parents just waiting for some business to swoop in and repurpose them, and there is the bizarre example of the Bullis Charter School in Los Altos, a charter started by a local billionaire who has sued the public school district so many times I've lost count.  I wrote about them here and it's probably time to do a follow up.
