    how can their customers afford to go to more upscale places (e..g., Target and/or Costco?)

      Just because a store is "upscale" when compared to Wal-Mart does not mean that it is that much more expensive.  Americans also pay for convenience, to the joy of our fast-food industry.  If shopping at Target saves ten minutes or a trip to another store, then Americans will pay a modest premium for that.

        since higher quality goods cost more upfront, but then last longer, often recouping the higher upfront costs and then some.

        Or, if you're going to buy a 10 pound container of cinnamon, that * will * set you back more than than 3 oz size from Walmart . . ..

        Personally, I know that when I go unsupervised by my wife to Costco, I rarely leave w/o spending $300 or so.  That * never * happens at Walmart . .. .

      Back at the beginning of the year, I read that Walmart had cut back on its purchasing volume, anticipating that the 2% payroll tax increase was going to have a negative effect on their sales.  They began to buy less in order to keep from having too much inventory.

      Instead, the payroll tax increase has not had as big an effect as anticipated, and their sales did not drop as much, so instead of having too much inventory, they now have too little, as they didn't buy enough to stock their empty shelves.
