    when they started the program didn't they?  I mean how did you start getting Social Security in the 1930's when you hadn't paid into it for the previous 40 years?  My grandfather who was born in the 1880's was still receiving Social Security when I started paying the payroll tax.  He would have been in his 50's when the program started so he paid no payroll tax for the first 30 years of his working life.

      There was a welfare program for seniors, that faded away. The Trust Fund was established Jan 1, 1940 IIRC
