The banks are siphoning dollars, but that's not wealth.
Imagine if someone were to argue that, for lack of an alphabet, a person could not express himself or speak.
Dollars are symbols of value, not unlike the script we use to symbolize words and ideas.

The problem we have is that the people in charge of issuing dollars and insuring that standards are met have propagandized and acted on the notion that the supply of dollars is fixed and use by one entity means others have to do without.
Who are these people and why have they perpetrated this fraud? According to Article I, Section 8 of the Constitution, the Congress is tasked with issuing currency and maintaining standards of measure. So, unless setting standards is defined as rationing the supply, the Congress has misunderstood what it is supposed to do. I say that because, although the sequester is being presented as something new, fact is the Congress has been rationing the supply of certified IOUs (that's what dollars are) for decades, ever since they discovered that doling out favors to special interests and supporters is a lot easier done in the form of contracts and grants because dollars leave no fingerprints. Dollars can serve as the ideal middleman.

If we don't normally think of public officials paying bribes to secure voted from the electorate, it's because we citizens still don't think of ourselves as the governing class and don't recognize unjust stewards when they take us to the cleaners, so to speak.
How does Congress get away with it? By threatening various segments of the population with onerous laws so we'll ignore that the only thing they care about is longevity in office and the ability to make life difficult, because that's where their power lies.

We organize governments to deliver services and prevent abuse.
