    Off the cuff, what I see as an obvious piece of this is due legal process, which means some form of court order by a judge.  Cops get warrants all the time and in these cases it sounds like there was sufficient time for them to go through such procedures.  The important part would be oversight and process review and not leaving the decision completely in the hands of the LE officers.  There would also need to be a way to expediently rectify any mistakes as well as safe guards to prevent (false) accusations from being used to deny rights in the future.
