    in Chicago and run by the successors to the Capone gang, then called "The Outfit."  The odds were 1000-1 against you, and winning paid 600-1.

    In Chicago, each neighborhood had its own "wheel,"  which was spun each day to determine the "winning" number.

    The Outfit paid off preachers to push certain numbers in their Sunday sermons.

    some say The Oufit monkeyed with picking in winning number to insure it wasn't a number that had gotten heavy play.

    Some Policy profits were spent on private welfare programs, free meals, etc to build good will.

    Orly, it isn't evidence just because you downloaded it from the internet.
