    towns in New Jersey have discovered the problem with the rule that you must take the lowest bid. The lowest bid is invariably by a company associated with the Mafia, and you end up with massive cost overruns and shoddy work.

      there are Inspectors General and audits.  To keep that kind of stuff down.  But the gist of this diary shows that when the IG gets bypassed, you get back to the situation you are describing.
