    Where there are crimes...

    the whistleblowers are punished, sometimes severely, while the perpetrators of the crimes they expose remain free.
    ...then the top most senior source of orders should be prosecuted or impeached first and if that's not happening then there's an agency (e.g., Congress, DoJ) that needs to be impeached.

    That is where all this seems to lead. The people at the top either don't believe that, say, torture, is a crime, or the overseers are not doing their job. Congressional leaders have accountability too.
