    Loughner was using a cumbersome 30 round  magazine for a handgun which often jams.  Because of its unwieldy size for a handgun he fumbled during the reload which bought time.  Had he have had regular (15) round magazines which are much more maneuverable he likely would have smoothly reloaded and been able to continue firing.

    It was because he had a higher than standard capacity magazine for the firearm in question that he was stopped in mid-spree.
