Loughner was not expelled from community college. He left of his own volition after being asked to visit a mental health practitioner. At the time of the incident, NAMI Arizona made the point that Loughner was known to have behaved in a highly erratic manner since high school. They pointed out that schools in Arizona have been actively avoiding addressing mental health concerns among students, because the schools don't want more students qualifying as disabled, given disabled students get IEP's that may result in greater expenses. This is very important, per NAMI, because once a kid is out of the public school system, it becomes very hard to monitor that individual's well-being. It's too easy for them to avoid any sort of societal monitoring.

I wish the media had given NAMI's points more attention. People need to know that when schools receive inadequate funding, there are many, many consequences.
