      I was responding to the above commenter, who suggested that the President should appropriate funds by executive order to make the DoD and VA health records systems compatible.

        The executive order would be to use IT people to fix the broken system that Jon Stewart was discussing between the VA and the Pentagon.  They do not talk to one another.  If you had an executive order to fix the mess for say, national security as an example, Obama could get it done.  Nobody would bitch and moan about it either as it is the right thing we should do for vets, wouldn't you agree?  By putting IT folks to work, it would help the economy and release millions of records that should go to help settle claims for disabled vets.  That then would release funds to also help the economy.  How the hell else are ya gonna do it?  Wait for a miracle, good luck with that.

          You must have been out with the flu, then, on the day when the teacher went over Article I, Section 9:
          No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law;
          The process by which laws are made is laid out in Article I, Section 7, and it is very explicit about the fact that Congress must pass a bill in order for it to become law. The President cannot draw money from the treasury by executive order, since that money was not appropriated by any law passed by Congress.

          So the President could sign executive orders until he got carpal tunnel syndrome, and declare it a "national emergency" until he's blue in the face, but unless Congress sends him a bill to sign that appropriates funds to pay IT workers to fix the DoD/VA computer system, he can't spend federal funds to do it.

          Your member of Congress and Senators, not the President, are where the pressure must be applied in order for this to happen.

            For the first time in forever, they have the funds.  According to what was shown, the VA has the money to make this happen.  All they need is a leader to force it.  Article II, Section 3, would also be applicable given the extraordinary Occasion.
            Speaking of funds, we are speaking of disability and the vehicle to accomplish the pay of such.  The funds required are not any different than Social Security disability payments when you think of them.  When you get your disability check from Social Security, does congress need to convene to pay?  Of course not.    Blue in the face, I would like to see that, lol

              According to what was shown, the VA has the money to make this happen.
              What was shown where? Got a link to back up not only that the VA has that much extra funding, but that such funding hasn't been appropriated by Congress for another purpose?
              Article II, Section 3, would also be applicable given the extraordinary Occasion.
              Article II, Section 3 gives the President the power to convene Congress in extraordinary occasions—not to unilaterally pass bills or appropriate funding without Congressional input.
              The funds required are not any different than Social Security disability payments when you think of them.  When you get your disability check from Social Security, does congress need to convene to pay?
              They don't need to approve each individual check, but the funds for the Social Security Administration to pay out as disability payments were indeed appropriated by Congress, and can't be unilaterally changed by the President. That's why we're having this whole budget fight right now.

                just what I saw the General declare on the Jon Stewart clip.  He said that the money was not an issue now with the current funding, or words to that effect,  and as a veteran myself, this is the first time since 1969 that I ever heard that.

                Now, I am not arguing the fact of individual disability checks, what I am saying that with such a backlog of claims right now, there will have to be a time when they are paid and there is no way in hell, no matter how much carpal tunnel you may develop, that these can be paid if we wait on Congress.  No way, look at the numbers, they are staggering and the claims are going to be found legitimate too.  This budget bullshit fight, is that, all bullshit.  Someone is going to have to be the leader and unilaterally change the process of how this is done.  That someone should be the commander in chief as he is the one who sends us into harms way and don't even start with that congress declaring war nonsense, didn't happen and this thing was illegal in the first place.  We need Obama to lead this fight and take it up for the veterans and their families.  It actually should be against the law for this to happen in the first place.  Always remember that the first disability or pensions was done  after the Revolutionary War when there was no money.  As you can see, money was not an issue regarding our morals and debts to our veterans.  We need a leader to make this happen.
