I haven't heard much about the state legislature, other than the fact that Republicans and Democrats in name only control at least one portion of the legislature, and that Cuomo has pulled some sneaky tactics in that regard.

So could someone fill me in on the details?

The theory goes that Cuomo tacitly rooted for a Republican State Senate because 1) he's a fiscal conservative, and 2) he's probably running for the 2016 Dem nomination and didn't want any far-left bills from coming to his desk (because then he would have to sign them or risk the Democratic primary, even if his own convictions opposed those bills). He's also had a good working relationship with Senate Republicans and Dean Skelos so there's nothing sneaky about it, just Cuomo being a douche to his own party for his own political gain (what else is new?). But that and this Smith thing aren't really related at all.
