    As a high school teacher I've been handed plenty of students that can barely read. The reverse problem is too problematic as well, students being passed along through grade levels and being told by administrators to pass everyone in order to get better access to funds.

      My evidence states the exact thing you added. It is a false argument that we have only retention and "passing along" as options.

      Retention and "passing along" are cruel and ineffective, but the current reform wave is only interested in the ugliness that is retention.

        I was actually coming back to this thread to clarify my position. The problem is that there are structural changes that need to occur and to be entirely effective need to occur at more than just the school level but the societal level and the way that government addresses its poor as well.

        Sorry if it came out otherwise. I made a short career of teaching in some of the poorest schools, so I do care.
