  •  The final disbursements I can understand (5+ / 0-)

After all, the purpose of the criminal defense fund is to hold funds for one's criminal defense, so once the investigation is over it makes sense to disburse its remaining balance (n.b. these disbursements are listed as having been made on Thursday last week, not Friday as I've seen reported - Friday was when the fund's final report was filed).

The thing is, The Scott Walker Trust's records show that on Thursday it received a contribution of $247,602 on Thursday, March 28th (from his campaign funds as it happens).

    §§11.64(1) (my emphasis):

    (1) Any candidate or public official who is being investigated for, charged with or convicted of a criminal violation of this chapter or ch. 12, or whose agent is so investigated, charged or convicted, may establish a defense fund for expenditures supporting or defending the candidate or agent, or any dependent of the candidate or agent, while that person is being investigated for, or while the person is charged with or convicted of a criminal violation of this chapter or ch. 12.
Scott Walker is not under any public investigation for violations of chapters 11 or 12 and there has been no ongoing John Doe since February 20th, a fact that became publicly known on March 1st.

So Scott Walker was operating his criminal defense fund to process contributions (from his campaign fund) a full 27 days after his statutory authorization to do so had expired (if it ever existed, which according to his public claims it did not).

    •  I'll give him a sort of a pass on keeping (4+ / 0-)

it open for a bit to make sure his bills were all paid, but keeping it open until Good Friday, the last day for filing for the quarter and for not paying his bills until the day before, I cannot excuse.  He did it as a Friday HOLIDAY News Dump to avoid media exposure.

He accomplished his goal.  The little read Saturday newspaper didn't have a thing in it and what was reported was only in the online blog in Milwaukee.

Of course, he'll not be held accountable for this as he hasn't for everything else he's done.  I'm kind of hopeful that the arrogance of having never been held responsible for the wrongs he's committed will lead him to future serious violations of the law that can't be papered over or ignored.

      •  Thing is, the fund isn't exclusive (2+ / 0-)

There is no legal reason he couldn't pay for his own lawyers out of his own pocket (or directly from donors' pockets).  If The Scott Walker Trust didn't have enough money to pay them, that's something he gets to work out between himself and them.

He doesn't get to operate it as a going concern past the date enshrined in law.

I'm happy to give him a pass on disbursing the balance remaining as of March 1st but continuing to operate it exactly as he has been when he was under investigation?  Nope.

        •  This is Scott Walker we're talking about (2+ / 0-)

Mr. Teflon whose always been aided and abetted by forces across the state, including the media, who has escaped blame for all the trouble he's created where ever he's gone, whose word is considered the golden truth no matter how many lies are being spewed.  This is someone who has gotten away with everything.

From his actions in college that led to him being booted out (he's successfully erased the whole thing from the record), his activities in the State Legislature where he not only saw the caucus scandal and later hired one of its participants, to the enormous debts he left Milwaukee County with, to his stripping of maintainence money that led to death and injury, to turning his elected office into his campaign office, to what he's done as Governor, Scott Walker just keeps on going like a one man demolition squad that just keeps on destroying everything good in his path.

The destruction just keeps getting larger and he keeps getting off with a wink and a smile because of a whole lot of political connections, media protection, and big piles of money because he serves his masters well.  He'll just keep on going.

I'm now convinced that the only thing that will stop Scott Walker is Scott Walker.  The arrogance that he thinks he can now get away with anything just might be his undoing.  Sadly, we'll be left cleaning up the mess.
