    massacre during the Battle of the Bulge.  U.S. Army veterans have told me as much, and you can read it in some of the more reliable histories.  This was a war crime, or rather a large number of war crimes.

    Such a widespread policy almost certainly was approved at high levels of the Army, but it was not officially acknowledged and certainly not officially and publicly approved.  And I think that is an important difference from what is going on now.
