    ...our refining capacity.  Such as, Mexico produces and exports plenty of crude--they're one of our major suppliers--but then must import most fuels because they don't refine very much down there.  The international oil market is probably the most complicated there is.  That's why paraphrasing and incareful reading of statistics (and that's when the stats are even reliable) leads quickly to lots of confusion.  

    The EIA, I think, last year caused a bit of a stir when it predicted that the US would become the world's top oil 2020.
