    You can't just ignore them, since they can and do take extremely provacative actions, including killing South Korean military and civilians.   Rational actor doesn't mean benevolent actor.

    I think most of the strategy is to buy time until there is a an opening for diplomacy.  Not a great option, but probably the best available.

    What's a good way to play a game with an irrational actor?  First strike?  I don't see a lot of good alternatives.

      current level of joint war-games w/ South Korea--maybe a slight escalation but not too much.  The fairly large show of force we've made in response may be overplaying the hand a bit--that's what concerns me.

      I don't mean by military action. Instead, you just act like you're ignoring them. Your forces are ready in case NK decides to go for it. But don't give them the attention - and the aid - that they are craving. Once they stop making threats, then you can start discussing an aid package. We're at the point where we should stop rewarding them for threatening us and South Korea and Japan.
