The North Korean worldview is built around the idea of a Korean "child race" of racially unpolluted and therefore innately virtuous people who have no need to temper their infallible instincts or discipline themselves into a Marxist-Leninist mold.  North Korea is not any kind of socialist/communist state and never has been; they're very collectivist, but their idea of collectivism is constructed and justified in terms of racial solidarity.

At the same time the worldview argues that the Koreans' child-like innocence makes them eternally vulnerable to domination and exploitation by swarthy foreigners, which demands a hyperaggressive "mama bear" attitude on the part of the North Korean government.

At worst the neocons think like Mussolini, that nurture trumps nature and that anyone can become good Romans ... excuse me, good Americans ... if they are raised and taught and conditioned to be so.  The North Koreans think like Hitler, that nature trumps nuture, that culture is the inevitable byproduct of race, and that cultures are either as moral and elevated or as depraved and decadent as the genetic stock of the people who build them.
