    bill and then get agreed to in conference with the Senate.

    That's a really good way that politicians like to get unpopular requirements or policies into law without the changes being well-known up front.

    Afterwards "everyone" feigns lack of knowledge, but "now it is done" and "oh, it is so hard to get anything done around here" in Congress.  Again.
