    Marriage equality was established by the legislature in a bill signed by Gov. Baldacci in May, 2009 and was repealed by referendum in Nov. of 2009. A ballot initiative in 2012 restored marriage equality in Maine, with a vote nearly the exact opposite of the 2009 referendum.

    So while it is true that a bill was signed in 09 it never went into effect being overturned the same year.
