    and as we all know, the GOP has whined about state's rights and health care reform for five years.
    I'm pretty sure that there is nothing stopping Arkansas from right now changing their laws so that they will accept insurance policies written for Mississippi standards.
    What the GOP wants to do is federally mandate that Massachusetts has to accept the Mississippi standards and exclusions.
    Similarly, no GOP proposal I have ever seen used "carrots" to introduce "tort reform". They want to federally mandate that state-run tort courts follow damage caps, exclusions, etc.
    I once challenged Jon Kyl and John McCain about this at a townhall (the AZ State Constitution forbids damage caps in cases of injury or death, and GOP attempts to change this have failed 3 times at the ballot box in the last 15-20 years). Kyl basically said he didn't care if his people voted against it, he'd shove a federal mandate down their throats.
