    have in-ground spent fuel pools. Outside containment, and not required by regulatory edict to have emergency power for circulation of cooling water because... um, because... hell, I dunno. I don't think anybody even noticed they had unsecured and not-hardened SFPs at nuclear plants since somebody noticed having it in glorified swimming pools five stories up in the air on top of the reactor was not the best idea in the world, and changed to a better design. Relatively speaking, of course.

    Anyway, spent fuel in in-ground pools will still burn and melt if it goes without cooling or springs a fast leak. It just won't fall five floors down when the containment blows up. Which is probably an improvement over the Fuku type of plant. Relatively speaking, of course.
