    The nukes they've tested are extremely unreliable, and experts strongly doubt they have the technology to miniaturize whatever bombs they do make. It's most likely they're making the 'Little Boy', gun-style devices which are the most simple design, but have a lot of problems with pre-detonation leading to reduced yield, and these style cannot be miniaturized, and weigh many tons. There's almost zero chance that they could mount a bomb on a missile, but would have to deliver it by truck, train, or ship.
