    You've overstated the law a bit:

    Maryland: The state's House of Delegates passed a bill Wednesday mandating: a ban on assault weapons; a limit on the capacity of ammunition magazines to 10 rounds; fingerprinting of all gun buyers, which Connecticut, Hawaii, Massachusetts, New York and New Jersey already do; a requirement that all gun buyers get classroom training; restrictions on gun buys by mentally ill people.  
    Those provisions only apply to handgun buyers, in both the original draft language and the language that passed the Senate today.

    There is a Handgun Qualification License that requires fingerprints and classroom training, but that isn't necessary for rifle and shotgun purchases.
