    When poor standardized test scores flag a school as underperforming, it is the school staff that most suffer the consequence, so they bear the weight of increasingly coercive and controlling authority of the state government.
    The staff bear the consequence so strongly because they feel intensely the need to protect the kids from the consequence of what is labeled "Program Improvement" - a prescription that includes setting every teacher on a strict minute by minute schedule with the curriculum, that boots art and field trips and creative writing for extra drilling in math or multiple choice language arts questions, that forces the dismantling of treasured music programs and other cultural traditions.

    A prescription that siphons off needed money out of the school for third party contractors to act as "tutors"... a strategy that as far as I know has not actually benefitted students either. Better to siphon it off for something more useful, like dentistry.

    The true fact is that "Program Improvement" is uniformly viewed to be bad for students. I have not met any educators at any level who think otherwise.

    Even the Obama Administration has said so in their press releases, as they try to coerce schools into similar but different "reforms" via Race to the Top.

    In a sane world, we'd listen to that, step back, and wonder what the heck it is we think we're doing.

      argument.  Somehow we have to make it possible for caring teachers like you and caring principals like Peter to put your heads together, along with your students, and invent a better way to create a learning environment.
