    assuming that it is, which is debatable--it's because the economy is in trouble. Fix the economy, and maybe raise the payroll cap, and poof, Social Security is no longer in trouble. But cut Social Security, and the economy will NOT be fixed. If anything, it will be hurt, for all sorts of reasons.

    More broadly speaking, the economy is not in trouble because we're spending too much on entitlement and other social welfare programs and are thus in deep debt and deficit. We're in deep debt and deficit because the economy is in trouble, and it's in trouble we're failing to spend enough money on things that we need--like entitlement and other social welfare programs, along with infrastructure and education. I.e. productive and beneficial things, not things that enrich a few without benefiting anyone else, and sometimes kill people.
