      I don't see how that doesn't amount to a poll tax, just because they back into it.  The bottom line is two persons, identically situated except for registration to vote, pay different taxes.  If that's legal it makes a mockery of the prohibition on poll taxes.

        definitions. If someone wants to write something with a complex loophole, they will. Or if a motivated someone can find a way around a law, they will.

      the party that is doing everything it possibly can to block enactment of federal gun legislation that has the support of 90% of the American people?

      that's not what the People want..so what are the chances of it being tried?
