    I work in a publicly funded state university. Tuition paid for in state is quite low and tightly regulated. Tuition paid by out-of-state students is very high, and not monitored so closely. (Those constituents don't vote in state.)

    Our university, like many in the U.S., is suffering from a seriously reduced investment from the state. The university needs money to operate. The money has to come from somewhere. The accepted truth is that it won't come from the state, so out-of-state tuition is a convenient revenue stream.
