Oil is an extremely complex substance to begin with, and heavy oil might contain over 100 different chemicals by itself.

A pipeline could contain the mixture of several different oils from various fields, all with their own composition.  The operator would need to know the composition of each oil, the allocated production from each field, and what day of production the spilled volume represented, along with the composition of the diluting fluid.  Then they might be able to reconstruct the chemical composition.

So chemical composition of the spilled fluid isn't something they'd just have on-hand.
