    I read about this in the 1980s, so it may have changed since then.

    They abolished the death penalty long ago. However, when a violent criminal is on the loose, he is frequently killed while "resisting arrest" or "trying to escape". If it is someone who has attacked a police officer, the chance of his surviving to go to trial is close to zero.

    Of course there is always an investigation, and the actions of the police were always justified. So as long as the police are careful in choosing who they decide to shoot everybody is happy. It's a good system unless you happen to piss off the police.
