    drug prices are based on return on investment. That was the former British way.

      why it costs so much to develop a drug is because the more that was/is spent on R&D "investment" the more would be returned via the Return on Investment payment based systems.

        and makes no economic sense. I have worked in drug discovery for 25 years. The reason that drug development is so expensive is that it is very difficult to find novel drugs that are safe and effective and where patent protection is available. The other is the USFDA which requires clinical trials that can be up to ten times more expensive than what is needed for approval in Europe.
