    ...whether or not the NLRB can function rather than the partisan makeup of the NLRB at this point.

      Even if the NLRB were not required to have two members from the opposition party I would not be opposed to this.  I would rather have a board that functions than one that doesn't because of filibusters and insistence on a purely progressive makeup.

        If your criteria is that they function, solely, well, then I guess you'd be ok with a 5 Republican NLRB, which would function just fine, yes?
