    They should:
    - Arrest the four boys for committing rape.
    The only witness for the prosecution is dead.
    - And they should keep them in jail for distributing child porn (she was 15, they distributed photo's of her being raped).
    They probably didn't charge them originally with this because unless they could establish evidence for rape, they would also have to charge the girl.  They also might end up charging a bunch of people who received the picture (possibly without knowing or consenting to receiving such)
    - Which would put them on 'sex offender' lists for the rest of their lives.
    Well, following a conviction, it's a possibility.
    - And they should fire whoever of the police made the decision to ignore the rape. Not "suspend without pay for a week", but a real, career-ending termination for utterly failing to carry out their obligation to the community. And it needs to be documented and public, in order to send the clear message that there is accountability for failure.
    Only if there was clear evidence they could win a case.  How would taking a trial to jury and getting an acquittal help?
    - And the community that ran her family out of town needs to seriously confront and address their lack of ethics. Their leadership needs to man up, admit that they failed this family, and change the obviously broken culture that allowed this to happen.
    I'm not sure what kind of solution you're suggesting here.

        If we're going to prosecute anybody who receives unsolicited material that is illegal, we create a mechanism that's going to be abused.

        You solicit that kinda crap- yeah, you go to jail.

        You hang on to it once you see it- yeah, you go to jail.

        You ask to see it after you hear that somebody has it- jail.

        But somebody else can send me a message that then puts me on the sex offenders list? I've seen too many bitter divorces to think that's a good idea.

          those who received the photo from the rapists -- and then did not immediately turn that over to police as evidence of child porn and rape -- colluded in this girl's death. Period.

      find thirty or forty reasons not to do the right thing, but it is really only trying to convince itself. We all know the real reason is it is too lazy/incompetent/can't be bothered/stupid/malevolent. Just to say "well the options were not good" is not good enough. What happened was clearly and blindly obviously a brutal rape. If the stupid government can't figure out a way to prosecute that, what good are any of them?
