    I am a firm supporter of background checks for all gun sales. The system to do this is already in place, I've used it recently to purchase a firearm from out of state. It was a $30 fee (dealer set) to have my chosen local FFL do the background check and record the private sale in their black book It's a "free market" solution already created by the demand for out of state sales. It can easily apply to in-state sales without any change.

    I don't think allowing a "face to face" exemption will really work, it will just create a new way of handling sales to skirt the letter of the law (perhaps it could work if the exemption was only for blood relatives.) Skirting the law is not new, it is why I don't support "assault weapons" ban. Both of those are rules that invite lawful (within the letter of the law, not the spirit) circumvention.

    Laws should be simple. For example, ALL sales require a background check with ATF form 4473. Bad example, splitting details of how a firearm looks with an "assault weapons ban." For a case study, look up Colt Match Target 6400C. It's one example of an "AR-15" that skirts the 1994 Assault Weapons Ban.
