    Well over half, closer to 70%, of the FAA's funding comes from the Airport and Airway Trust Fund, a dedicated source of income generated by passenger ticket taxes (in the case of airlines), aviation fuel excise taxes (in the case of general aviation operators), and other sources paid directly by users of the air transportation system.

    I believe in subsidizing smaller and rural airports for the same reason I believe in universal access to the telephone networks and high-speed Internet.  People out in the boonies ought to have quality transportation options just like people who happen to live close to a big-city airport with airline service.  Look up Angel Flight online—volunteer pilots provide free transportation for passengers with medical or other humanitarian needs, usually because they live too far out to commute for treatment and no airline goes there.  There's a lot of good stuff going on in the aviation world other than CEOs taking golf junkets in their private jets.
