    Provides Targeted Energy Assistance to
    Low-Income Families. The Budget provides
    $3 billion for the Low Income Home Energy
    Assistance Program (LIHEAP) to help struggling
    families with residential heating and cooling expenses. The Budget targets funds to States with
    vulnerable households facing high home heating

    costs. The Budget includes $50 million for competitive grants to help reduce energy burdens
    for LIHEAP households that rely on persistently
    high-cost systems.

      this diary is talking about 2013, anyway:

      The president's budget request of less than $3.5 billion for 2013 represents a 30 percent cut in peak LIHEAP funding, while a record number of Americans remain in poverty.
      the program funding was increased above normal, i.e., the peak in question, when things were really bad.  the "cut" is putting it back to normal pre-crisis levels. yet here is the diary on the rec list with nary a link.
