    And we know what "he wants"?
    In a negotiation you open with what you want. You settle for what you can get.
    Ha! You've never bargained in Italy, did you?
    The most reasonable conclusion is that he's proposing the things he wants.
    And you come to this conclusion with the following evidence.......?
    Realistically, no one becomes a successful politician without a deep understanding of negotiation and compromise.

      From your comment what I get is that you are enamored of your own snark, which is one dimensional, at best.

      My point is that, recognizing that he is a successful politician with a bunch of presumably smart and accomplished aides advising him, it doesn't make sense to assume he doesn't know anything about negotiation or that he doesn't understand anything about policy or politics. That's the whole point.

      The reasonable conclusion is to take what he's proposed at face value: he would like to implement the budget he has proposed.  He has certainly spent enough time promoting the idea that SS is in trouble and needs cuts. You don't empanel Simpson/Boles and expect a different outcome.

      So, yes, we know what he wants.

      I'm not sure what the hell Italy has to do with anything, but yes, I've negotiated in Italy. I've also negotiated in most of the rest of Europe, many US states and China. Your point?
