    The question is, can they build a nuke that's small enough and light enough to fit atop a ballistic missile? In the intelligence community, the words "moderate confidence" apparently mean "it is plausible" -- so it's not verifiably true or false, but it's plausible.

    The next question is, even if they have a nuke that fits on a ballistic missile, what kinds of ballistic missiles do they have and what is their range and accuracy? Their Musudan missile can hit South Korea or Japan (or eastern Russia or China, for that matter) and possibly Guam. North Korea doesn't have a reliable ICBM. They have been working on one (untested and probably inaccurate until it's tested) that could maybe, just maybe, reach Alaska. But not the continental US or Hawaii.       yacht has a very long range, especially if it is sail powered (with the engine just for docking) and could easily fit even a large nuke with plenty of room left over for a couple people to live in.

        Gesh, you can go fishing in the area without bumping into all the North Korean day sailors out cruising in their catamarans, not to mention the swarms of kids on jet skis.  

        It's worse than Ft Lauderdale during spring break.

        What about my Daughter's future?
