    The program would pay for two hospitalizations, requiring the beneficiary to pay $500 each time, and for 20 percent of approved doctor bills until the $2,000 was used up. Thereafter all hospital and doctor costs would be covered.
    So the Medicare beneficiary would pay 80% of all doctor bills until they'd paid $2000 out if pocket every single year? If you're requiring someone to pay about 1/6 of their fixed income as a co-pay each year, no wonder seniors were opposed.
